HB 1216/SB 5195 would invest $536 million in affordable housing development through the capital budget—specifically supporting the Housing Trust Fund, Washington’s major state-level source for affordable housing development. This investment from the capital budget would include support for affordable multifamily rental housing, affordable housing that serves people with developmental or intellectual disabilities, and permanent supportive housing through the Apple Health and Homes program.

Dear Senator, I’m writing as your constituent to ask you to show your support for affordable housing in Washington State, by supporting major investments in the Housing Trust Fund this legislative session. Our state continues to face a housing affordability crisis, and existing funding remain insufficient to meet both the current and growing need. Washington needs almost 650,000 new homes affordable to low-income households over the next 20 years. We must take action to build, preserve, and stabilize affordable housing for all Washingtonians. The capital budget should include at least $536 million for the Housing Trust Fund to build and preserve affordable homes. The Housing Trust Fund is a cornerstone of Washington’s affordable housing system, directly benefiting seniors, veterans, families, and individuals experiencing homelessness, while also strengthening local economies through job creation. Investing in affordable housing is an investment in Washington’s future, one that fosters equity, stability, and opportunity for all. These funds should be flexible and support: new affordable homes, both rental and homeownership; preservation of existing at-risk housing, including manufactured housing; and land acquisition. Additional capital budget investments should be made to grow the nonprofit affordable housing repair fund created in the 2024 capital budget. Thank you for your leadership on this critical issue. Please support these transformative investments and ensure that all Washingtonians have access to safe, stable, and affordable housing.
