TAKE ACTION: Call for a Bold Comprehensive Plan that Prioritizes Housing

Seattle’s Comprehensive Plan update is a once-in-a-decade chance to address our housing crisis, advance equity, and build a more sustainable future. This plan will determine where and how Seattle grows over the next 20 years and has the potential to unlock housing opportunities across the city.

The Mayor transmitted his draft zoning map and draft plan to the City Council in January 2025. The Mayor’s proposed One Seattle Plan is a major step forward to allow for more housing options in neighborhoods throughout Seattle.

As we approach the passage of Phase 1 of the plan, the Council should continue to strengthen the One Seattle Plan--not water down the plan for more housing in response to NIMBY pressure. In particular, we are asking Council to pass the following amendments:

Incentivize Stacked Flats.
Increase the Affordable Housing Bonus.
Add More Neighborhood Centers.

Dear Councilmember, As a Seattle resident and staunch supporter of affordable housing, I urge you to pass a bold Comprehensive Plan that prioritizes affordable housing and creates the abundant housing we need. Seattle is a vibrant and growing city, but limited housing availability has created intense competition for homes, leading to rising rents, displacement, and an affordability crisis, all of which affect our entire community. Adding more housing of all types would reduce upward price pressures on older, more affordable homes. We’ve seen this work in other cities: reforms in Austin and Minneapolis have allowed for more housing construction, helping to stabilize rents and housing prices. Furthermore, subsidized affordable housing is only possible in locations with multifamily zoning, where developers can feasibly build at the scale needed to make projects viable. Expanding midrise zoning throughout the city is essential to ensuring that affordable housing can be developed in all neighborhoods, particularly around frequent transit. Building more homes in Seattle is also good for the environment. Compact, transit-oriented housing in walkable neighborhoods means fewer cars on the road and more farms and forests preserved outside the city. Building up, not out, is one of the most effective strategies to reduce pollution, save trees, and fight climate change. As we approach the passage of Phase 1 of the plan, I ask Council to pass the following amendments: 1. Incentivize Stacked Flats by allowing this bonus to be used on all lots citywide, increasing the density bonus for building stacked flats, with increased bonuses for those that preserve trees or incorporate substantial green landscaping. 2. Increase the Affordable Housing Bonus to encourage more affordable development throughout the city. 3. Add More Neighborhood Centers to ensure that more Seattleites have the opportunity to live in a neighborhood where they can access their daily needs by walking, biking, or taking transit. Seattle has an opportunity to tackle its biggest challenges by putting housing first in this Comp Plan. Please move forward bold changes to meet this moment and create a brighter future for our city.
