HB1880, the Housing Benefit Districts pilot program bill is scheduled for Executive Session in the Finance Committee on February 17th. This bill enables cities to plan ahead and fund land assembly for housing near major transit stops by retaining a portion of the sales tax that is already collected by the state in their communities.
This is used for investment in the acquisition of land around transit centers for low-income and middle-income housing and community development projects, creating or updating station area planning strategies, or infrastructure development. This portion is offset by a reduction in the state’s portion, and therefore does not result in an increased tax on consumers.
