HB1880, the Housing Benefit Districts pilot program bill is scheduled for Executive Session in the Finance Committee on February 17th. This bill enables cities to plan ahead and fund land assembly for housing near major transit stops by retaining a portion of the sales tax that is already collected by the state in their communities.

This is used for investment in the acquisition of land around transit centers for low-income and middle-income housing and community development projects, creating or updating station area planning strategies, or infrastructure development. This portion is offset by a reduction in the state’s portion, and therefore does not result in an increased tax on consumers.

Hello, Please pass SHB1880 with a do pass recommendation vote out of Committee. This bill is a thoughtful and strategic way of concurrently tackling multiple challenges that our region faces while creating healthy, equitable, and resilient communities. It is a fundamental tool for creating equitable Transit-Oriented Development (eTOD). The 2022 Housing Benefit Districts pilot program (SHB1880) enables 4 cities to plan ahead and fund land assembly for housing near major transit stops by retaining a portion of the sales tax that is already collected by the state in their communities. This is used for investment in the acquisition of land around transit centers for low-income and middle-income housing and community development projects, creating or updating station area planning strategies, or infrastructure development. This portion is offset by a reduction in the state’s portion, and therefore does not result in an increased tax on consumers. In addition, this bill replicates the standing success of transportation benefit districts (TBDs) which gives me great confidence that the creation of a similar fund for housing and community development is the path forward to deliver equitable access to housing that our communities can afford, and proactively prevent the typical paths of displacement when transit investments reach communities.
