Seattle’s Comprehensive Plan update is a once-in-a-decade chance to address our housing crisis, advance equity, and build a more sustainable future. This plan will determine where and how Seattle grows over the next 20 years and has the potential to unlock housing opportunities across the city.

The Mayor transmitted his draft zoning map and draft plan to the City Council in January 2025. The Mayor’s proposed One Seattle Plan is a major step forward to allow for more housing options in neighborhoods throughout Seattle. It creates 30 Neighborhood Centers where more people can live, work, and access daily need, expands urban centers around transit, and allows middle housing like fourplexes citywide to increase housing options in all neighborhoods.

The Council should continue to strengthen the One Seattle Plan--not water down the plan for more housing in response to NIMBY pressure. We need your voice to ensure the City Council hears loud and clear that Seattleites care about housing affordability and support action to allow more homes throughout the city.

Dear Councilmember, As a Seattle resident and strong supporter of affordable housing, I urge you to pass a bold Comprehensive Plan that prioritizes affordable housing and creates the abundant housing we need. Seattle is a vibrant and growing city, but our housing supply has not kept pace with demand, leading to rising rents, displacement, and an affordability crisis that affects our entire community. Adding more housing of all types is critical, as it reduces upward price pressures on older, more affordable homes. We’ve seen this work in other cities: reforms in Austin and Minneapolis have allowed for more housing construction, helping to stabilize rents and housing prices. Furthermore, subsidized affordable housing is only possible in locations with multifamily zoning, where developers can feasibly build at the scale needed to make projects viable. Expanding midrise zoning throughout the city is essential to ensuring that affordable housing can be developed in all neighborhoods. The Mayor’s proposed One Seattle Plan takes major steps to expand housing options in single-family neighborhoods across the city, by creating 30 new Neighborhood Centers, expanding urban centers, and allowing for middle housing types citywide. The City Council should not water down this plan—instead, I urge you to continue to improve the plan. In particular, I urge the Council to: •	Expand the affordable housing density bonus program citywide. •	Create a similar affordable housing density bonus for lowrise zones, to make it feasible to build midrise affordable housing in more places. •	Allow for stacked flats on all lots near frequent transit, as an accessible alternative to townhomes. •	Remove parking requirements for development in all areas near frequent transit. •	Add new neighborhood centers in low-displacement areas near major parks, like North Broadway, Seward Park, Alki, Gas Works, and Loyal Heights. •	Allow for more mixed-use development along transit corridors. With this Comprehensive Plan Update, Seattle has an opportunity to tackle its biggest challenges by putting housing first. Please move forward bold changes to meet this moment and create a brighter future for our city.
