Support HB 1128 for a more racially equitable, healthy, and affordable Washington.

HB 1128 allows jurisdictions to establish Housing Benefit Districts (HBD).

A HBD is a tool that cities and counties can use to plan for and fund land assembly and predevelopment infrastructure work for affordable housing near major transit stops.

If enacted, communities can conduct planning that ensures equitable economic outcomes, particularly for low-income households and Black, Indigenous, People of Color households. Communities will also be able to acquire land and invest in infrastructure development.

Message:

Dear Representative, Housing affordability was a problem long before the COVID-19 emergency and has only been exacerbated. We are now in unpreceded times that call for bold action to ensure that our communities grow to be healthy, racially equitable, and resilient by planning for and investing in their future. I urge you to support HB 1128, as it enables an optional and effective tool that local jurisdictions can use to plan for and fund land assembly and predevelopment infrastructure work for affordable housing near major transit stops. Public investments coupled with affordability requirements would create significantly higher rates of affordable housing units for extremely low, very low, and low-income households that, in the unregulated free market development, would either be produced very minimally or not at all. The legislation also incentivizes jurisdictions’ collaboration in addressing the regional housing issue. Only by planning and working together can we ensure that transportation and housing investments in Washington help to foster racial equity and rectify discriminatory practices. This will afford more homeownership opportunities through community land trusts and other tools to families who want to own a home but have not been able to. It will give households across all income threshold, and particularly low-income households, the opportunity to live in neighborhoods where everything they need to thrive is accessible to them within walking distance of public transit. HB 1128 is a step towards a more racially equitable, healthy, and affordable Washington. Thank you for your consideration,
