What's happening?

The Seattle City Council is considering Phase 2 of the One Seattle Plan, called Centers + Corridors. This legislation will determine zoning for the areas around neighborhood centers, commercial corridors, and transit routes across the city. It's a once-in-a-generation opportunity to allow more homes in more neighborhoods.

Why does it matter?

The One Seattle Plan sets an ambitious vision for a more affordable, sustainable, and welcoming Seattle. But the zoning has to match the vision. Bold Centers + Corridors zoning would allow more housing near transit and daily needs, help bring down housing costs, and reduce our climate impact. Timid zoning would lock in the status quo for decades.

What are we asking for?

We're urging the Council to make three key improvements:

A Courtyard Bonus in lowrise zones that replaces unusable side yards with shared courtyards, adding homes while making blocks greener and more livable.
Height bonuses for green building techniques like Passive House and mass timber, which dramatically reduce energy use and carbon emissions.
Expanded transit corridors beyond arterials, so more people can live on quieter side streets within a five-minute walk of frequent bus service.

Dear Councilmember, As a Seattle resident and strong supporter of affordable housing, I urge you to amend the Centers + Corridors plan to allow more homes throughout Seattle. The One Seattle Plan lays out a great vision for allowing more homes in all neighborhoods and making Seattle a more affordable, welcoming, and sustainable city. But we need bold zoning to make this plan a reality. The status quo is failing Seattle families. Rising costs are pushing people out of the city and threatening to close our schools. Seniors who want to age in place can't find right-sized housing in their own neighborhoods. And car-dependent land use patterns undermine our climate goals and limit freedom for those who can’t or don’t want to drive. Land use reform to allow more homes is a key way to address these challenges. Seattle has a housing shortage, and when we don't build enough homes, people compete for limited supply, driving up rents and prices. We also know that compact, transit-oriented development is one of the most effective ways to fight climate change, by reducing car dependency and preserving farms and forests outside the city. And mixed-use zoning creates the kind of complete neighborhoods where people can walk to grocery stores, cafes, parks, and schools to meet their daily needs. The Council can and should make the Centers + Corridors plan bolder to address our housing crisis. I ask that you: 1. Create a Courtyard Bonus in lowrise zones, to replace narrow, unusable side yards with shared rear courtyards where trees have room to grow and families have shared outdoor space, while unlocking additional height and density. It's a smart way to add homes in lowrise neighborhoods while making blocks more livable as they grow. 2. Give height bonuses for green building techniques like Passive House and mass timber. These are proven, innovative building techniques that reduce the environmental impact of growth, and we should actively encourage them. 3. Expand the transit corridors beyond the arterials themselves. We need more homes near frequent transit, but that doesn't mean every new home has to front a loud, busy arterial. Expanding lowrise zoning to side streets within a five-minute walk of frequent bus service would let more people live near transit in the kinds of neighborhoods they actually want to call home. Seattle has a real chance to follow through on the One Seattle Plan's promise. Please amend Centers + Corridors to meet the scale of our housing shortage.
