HB 1696 would build on the effectiveness of the Covenant Homeownership Program by enacting two common sense changes that were recommended by the Covenant Homeownership Program Study to increase homeownership access and flexibility: increasing the AMI threshold for eligibility from 100% to 120% and providing the possibility of loan forgiveness once a loan has been in repayment for five years.

Dear Legislator, Please support the passage of the Covenant Homeownership Act (CHA) Trailer Bill, HB 1696, during the 2025 legislative session. The CHA Trailer Bill will build on the effectiveness of the Covenant Homeownership Program by enacting two recommendations from the Covenant Homeownership Program Study. The study recommended that the program increase the AMI eligibility threshold and provide a loan forgiveness option. The CHA Trailer Bill will increase the AMI eligibility threshold from 100% to 120% and introduce a loan forgiveness option for program recipients at or below 80% AMI after their loan has been outstanding for at least five years. These are common sense changes to the program because: - Increasing the AMI threshold will help more households impacted by housing discrimination become first-time homeowners. - A large number of households within the racial and ethnic groups impacted by housing discrimination have incomes between 100%-120% AMI. - Households between 100%-120% AMI still have a substantial need for downpayment assistance to afford a modest-cost home in our very expensive housing market. - Loan forgiveness will allow homeowners at or below 80% AMI the flexibility they need to make critical decisions for their future. - When these families need to sell their first home to make room for their growing family, or to move next to a loved one who needs their assistance, loan forgiveness provides them with more options. The bipartisan Covenant Homeownership Act is an expression of Washington State’s commitment to close the racial homeownership and racial wealth gaps in our state. These common sense changes to the program will ensure progress on these goals by increasing homeownership access and flexibility, making a highly successful program even more effective. I urge you to pass HB 1696 during the 2025 legislative session!
